A message dated July 28, 2006, was read stating the Governor has                                    
signed the following bill July 26 and is transmitting the engrossed and                             
enrolled copies to the Lieutenant Governor's office for permanent                                   
filing:                                                                                             
                                                                                                    
    HOUSE BILL NO. 500                                                                              
    "An Act amending the principal amount of bonds that may be                                      
    issued by the Alaska Industrial Development and Export                                          
    Authority for the purpose of financing the development of Hatcher
